§ Cash Withdrawal: Financial institutions which are closed immediately due to the flood, BOT propose them to support and transfer their cash with each other. BOT will support the Cash Centers to transfer cash to financial institutions to guarantee that there will be enough cash to cover the needs of people.
§ Providing the usual financial transaction, such as Cheque Clearing System, BATHNET system and other money transfer system
§ Coordinating with other financial institutions for SWAP transaction on forward foreign currency exchange
§ Proposing the financial institutions to support their clients adequately for the suspension of debt and interest payment including with increasing the credit limit to rehabilitate after flooding |

Personal Loan for House Building and Repairing for Flood Victims 2011
§ For Existing G H Bank Customers
- In case of performance bond or incomes have affected. Customers could extend debt payment not exceeding 6 months
- In case of permanent disable or die from accident the interest rate of personal loan would be reduced for 0.01 % per year
- In case of residence damage and unable to rebuild, the bank will make a debt write
- In case of building damage but could rebuild to normal. The fixed interest rate will be 2% p.a. for the first five years after that Bank charges a floating rate (facility amount less than one millions per person)
§ For New Customers
- Offer fixed Interest rate at 4% p.a. for the term less than 5 years for Personal Loan for House Building and Repairing (Facility amount less than 100,000 Baht per person with personal guarantee)

Revolving loan for export
§ Pre Shipment Financing: loan for pre-export
- Delayed payment or renews bills for 60 days and not over 240 days (including the existing term)
- Reduce interest rate at 0.5% p.a. from the existing rate
§ Post Shipment Financing: to purchase the export documents in post shipment case when the customers cannot make a payment or not receive the goods. It will define as delayed payment. During the day of 8th to 60th calculated interest rate equal to prime rate per annum and pay for that interest rate on the date receiving goods.

§ Extended loan for trust receipt according to the damages within 60 days or less than 240 days
§ Reduce interest rate at 0.5% p.a. from the existing rate

§ In case of present credit
- Delay payment and interest rate within 2 months depends on the damages

- Exempt the default interest rate in case of a breach of payment

7. Thai Credit Guarantee Corporation (TCG) |
§ The affected people from the flood could delay a payment of insurance fee for 6 months
§ Corporate with financial institutions which the customers was guarantee by TCG to relax the payment of both principle and interest as well as debt restructuring
§ Assist SME who affected from flood by providing credits from commercial banks which guarantee by TCG such as:
- Short term credit not exceeding 5 million baht per person to increase liquidity
- Long term credit not exceeding 10 million baht per person
In case the customers tend to become NPL, TCG as guarantee organization will return the amount to the concerned financial institutions with the credit limit not exceed 30% of the existing amount |

§ To exempt income taxes on the same amount of damages which the flood victims had registered with the government agencies
§ To exempt the Value Added Taxes for entrepreneurs who had registered VAT of goods donated to assist flood victims
§ Donations to flood victims through government agencies, government organizations, charitable organizations, such as, the Foundation of the Thai Chamber of commerce, or through individuals who are agents to receive donations and who had registered with the Revenue Department. These donations can be deducted as expenses in tax calculation as high as 1.5 times for the donations done between 1 September to 31 December 2011
§ To extend the period of submission of tax forms and payment of taxes to the areas affected by all kinds of flood until 30 December 2011 except payment of income taxes for juristic persons which will be due within August-December 2011 and which may be extended to 29 February 2012

§ To establish Customs Service Centers to render customs service procedures and to give advices to entrepreneurs in the flooded areas 24 hours a day
§ The entrepreneurs in the industrial estates, tax-free areas, bonded warehouses affected by the flood may use the services in all nearby customs houses
§ Special measures to help entrepreneurs in the industrial estates, tax-free areas, and bonded-houses are as follows:
- To move materials from the flooded workplaces to places which have been informed to the Customs Department
- To move raw materials to be brought to customs areas to be kept at other places which have been informed to the Customs Department.
- To produce, to mix, to package or to do anything at the workplace which have already been informed to the Customs Department as having been produced in the customs area
- To exempt taxes for things brought in for donations to flood victims by relax the criteria and conditions for customs procedures, as follows:
o Donations through government agencies
o Donations through charitable organizations
o In case of urgency, products can be taken out before fulfilling customs procedures and the inspection of letters of certification and letters of guarantees from government agencies concerned
- To allow amendment of invoices of shipment by ships or by planes which former recipients do not have rights to exempt taxes to government agencies or charitable organization. |

§ To give rights to persons who have insurance to get loans for housing repairs not more than 50,000 Baht in each case, with fixed rate for 2 years. Application for loans can be made at Krung Thai Bank, Government Savings Bank, Nakorn Luang Thai Bank, and the Islamic Bank of Thailand before 30 April 2012
§ For assistance to workplaces, the highest amount of loan will not be more than 1 million Baht each. The rate of interest is 3% per year, fixing for 3 years. Application for loans can be made at Krung Thai Bang, Government Savings Bank, and the Islamic Bank of Thailand within 30 April 2012 |

1. Thai Hire Purchase Association |
The association has provided guidelines in helping its clients affected by flood so that all member companies may use such guidelines as follows:
§ Exempt collection and delay payment fee
§ Defer monthly hiring purchase for those affected by flood
§ Debt restructuring by extending payment period of monthly hiring purchase
§ Those clients who are business entrepreneurs or those who hire purchase fleet finance vehicles will be given assistance according to their ability to pay
§ Cease the follow-up procedure for those having to pay who are flood effected and are residing in flood areas
§ In case if need more emergency loans, financial institutions who are members of the Association, have provided funds for such loans (Additional information may be obtained from Thai Hire Purchase Association) |
