Summary of
flooding situation
1.
Updated flooding situation
since 25 July 2011 up to present, the total flooding area and announced to be
the emergency flooding area were 64 provinces with 680 Districts, 4,917
Sub-districts, 43,593 villages, and 562 people were died.

At present situation still
effected by the flooding were 20 provinces, 142 District, 1,008 Sub-districts,
7,117 villages which effected to 5,305,559 people in 1,962,825 families. The
effected flooding provinces were Nakhon Sawan, Chainat, Singburi, Ang Thong,
Phra Nakhon Si Ayutthaya, Lopburi, Saraburi, Suphanburi, Nakhon Pathom, Pathum
Thani, Nonthaburi, Samut Sakhon, Samut Prakarn, Bangkok, Ubon Ratchathani, Si
Sa Ket, Roi Et, Kalasin, Chachoengsao, and Nakhon Nayok.

The recovery provinces and in
between rehabilitation were totaling 44 provinces which are Chiang Rai, Chiang
Mai, Lampang, Phrae, Nan, Mae Hong Son, Lampun, Uttaradit, Phitsanulok,
Phetchabun, Sukhothai, Phichit, Uthai Thani, Udon Thani, Chaiyaphum, Nongkai,
Buengkan, Nakhon Phanom, Mukdahan, Surin, Maha Sarakham, Khon Kaen, Sakon
Nakhon, Rayong, Chon Buri, Prachuap Kiri Khan, Ranong, Phang Nga, Phuket,
Chanthaburi, Satun, Trang, Surat Thani, Trat, Sa Kaeo, Yasothon, Amnat Charoen,
Loei, Nakhon Ratchasima, Buriram, Ratchaburi, Kamphaeng Phet, Tak and Prachin
Buri.
The

Advises concerning insurance
The Chamber of Commerce and the Board of Trade of Thailand have
circulated
notification for all members, trade associations and Provincial Chambers of
Commerce throughout the country with insurances who are flood effected and in
taking measures to request for compensation, if facing any problems or objections,
to send lists of the problems from seeking compensation together with copies of
documents and related information to the Thai Chamber of Commerce and the Board of Trade of Thailand
and the Ad hoc committee in order to get advises regarding insurances which is
chaired by Mr. Chainant Ukosakul, Chairman of the International Trade Committee,
Board of Trade of Thailand and Advisor to the Insurance
Brokers Association who is an expert in insurance and will answer questions and give
advises and recommendation to the members.
Measure
for Rehabilitate by the Government Sector
To receive healing compensation from flood under the Act of Public
Disaster Prevention and Relieve 2007
Those flood effected victims to receive assistance in the amount of
1,500 baht in case of flash flood or prolonged flood of more than 7 days will
have to bring documents bearing evidence which compose of: household
registration, identity card, police report, picture of the flooded residence to
submit to the administrative officer at the district office within 30 days
after the flood. In case the persons cannot bring household registration,
they may retrieve them from the Registration Office of the District
Office. For other evidences eg. houses without registration will be in
accordance with the announcement that is to use personal witnesses or those approved
by the administration. Bangkok Metropolitan is urging people to submit their
request soonest so that matters will be forwarded to the Public Disaster Prevention
and Relieve, Ministry of Interior for completion within 22 December this year.
Treasury Department to assist those renting State Property who are
flood effected
to be exempted from rent up to 2 years
The Ministry of Finance has provided measures to assist those who
rent State Properties and re effected by
flood as follows: In case of renting State Property for living; if
partial damaged to exempt rent for 1
year; if total destruction for 2 years; In case of renting State Property
to use for agricultural purposes and the
vegetation is damaged to exempt rent for 1 year; In case of renting buildings
on State Property and cannot conduct business for more than 3 days to exempt
rent for 1 month. People may contact Provincial Treasury Office in their
region and to submit for consideration pictures of the land or building damaged
by flood and letter of guarantee from the
local head or Local Administration Office.
The Flood Effected People Helping Center has issued measures to help
flood effected areas:
The Flood Effected People Helping Center as the operating agency has
issued measures
to help people in the flood effected areas as follows:
1.
To request all insurance
companies to submit report of the number of cases requesting
for compensation, both for life and property;
2.
To set up Center to help
regarding insurance to people in the effected areas by
receiving notification, to give advises including to advertise assistance from
the Office of the Flood Effected People Helping Center, steps to be taken,
documents and evidence needed to request compensation via radio and information
distributing agencies as well as those insurance volunteers.
3.
To inspect information from
insurance companies in the effected areas for those who took out insurances
both life and property in order to follow up and to expedite the insurance
companies to pay compensation in a fast, correct and just manner
4.
To coordinate with network for
example Board of Trade of Thailand, Federation of Thai Industries to inform
damages of those insured enterpreneurs so that the Office of Flood Effected
People Helping Center may give assistance.
5.
To coordinate with branches of
the insurance companies, General Company for Car Protection, General Company
for Insurance Garage and Educational Institutions to provide assistance, advises
and inspect vehicles damaged from the flood and to provide towing trucks, to
repair vehicles, houses as well as those agricultural equipments.
6.
To coordinate with provincial
transportation offices concerning number of registered vehicles in each category;
The Office, together with the Insurance Association to set up Center of
Insurance Assisting Flood to go into effected areas to received notification
and to give advises in requesting for compensation and other advises concerning
insurances; To give free inspection to vehicles in 20 categories by expert
mechanics from Car and Motorcycle Centers; To give information concerning
towing trucks. So far, the above assistance has been carried out in Ayuthaya
and Lopburi and in December this year after the flood recedes they will go to
Patumthani, Nonthaburi and Bangkok. People may seek further information
by dialing 1186 hotline throughout 24 hours everyday including public holidays.
Measures
for Recovery by the Government Sector
Community Rehabilitation
Electricity Generating Authority has brought out high capacity pump
to spray EM solution in the communities around Bang Kruay Headquarters. This is one of the projects to help people
after flood crisis. The good bacteria
will help clean contaminated water and has been used in Songkhla Province
during its high flood.
Electricity Generating Authority stands ready to bring EM solution
to spray in Nonthaburi Province in Bang Plad, Bang Sue district in Bangkok as
well as to distribute to people in the amount of 1 - 2 million litres per month
for the next four months. The
distribution will be made in different communities but people will have to
bring their own containers. Locations for distribution will be at the
Electricity Generating Authority, in front of Central-Robinson Department
Store, Rattanathibet, The Mall in Ngarm Wongwan. The EM solution may be diluted at the ratio
of 1:100 and can be used to spray in houses and on the wall where the flood has
been to decrease smell. People may
telephone to Electricity Generating Authority at 02-436-3430.
In addition, after the flood, Electricity Generating Authority will
join 200 students from Phra Chomklao Phranakorn Nua Technology College to set
up center to repair electrical appliances with free labour cost in different
communities in Nonthaburi Province including to distribute current detecting
devices to people to check prior to get back into the houses. This is to prevent dangers from getting
electric shocks.
Evaluation
of the Situation
70% of Bangkok Restaurants closed their business:
Chairman of the Thai Restaurants revealed that Restaurants in
Bangkok are effected by flood causing more than 70% to close their
business. In case the flood continues
for more than 2 months, some restaurants may be forced to let go of their
workers and to be put out of business.
Many areas in Bangkok have started to be effected from flood causing
more than 70% of the restaurant owners to close down. It is estimated that the damage caused is at 7,000
to 8,000 million baht per month from all of 12,000 restaurants registered.
The Chairman admitted that this year the flood is more serious and
long lasting compared to the past which caused members to lose both income and
equipments which are expensive. Most restaurants have only 2 month worth of
cash flow and if the flood prolongs, they may have to cut cost by letting some
workers go or even to close down. This
would effect other industries related to restaurants eg. production sector, agricultural
sector and tourism. However, he would like the Government to set up long term
plan to solve the problem and to used centralized problem solving measure since
he believes that we will face the same problem every year and the problem will
become more severe.
