Updated information from the Implementation of Flood Effected People Assistance Center

Summary of flooding situation

The present flooding situation and was announced to be the emergency flooding area in 2 areas which are 16 provinces in the upper part of Thailand and 6 provinces in the southern part.

1. Updated flooding situation since 25 July 2011 up to present, the total flooding area and announced to be the emergency flooding area were 65 provinces, 684 District, 4,917 Sub-districts, 43,600 villages.

2. At present situation still effected by the flooding were 16 provinces, 110 District, 893 Sub-districts, 5,393 villages which effected to 4,967,724 people in 1,845,272 families. The effected flooding provinces were Nakhon Sawan, Chainat, Ang Thong, Phra Nakhon Si Ayutthaya, Lopburi, Saraburi, Suphanburi, Nakhon Pathom, Pathum Thani, Nonthaburi, Samut Sakhon, Samut Prakarn, Nakhon Nayok, Chachoengsao, Bangkok and Roi Et.

The recovery provinces and in between rehabilitation were totaling 49 provinces which are Chiang Rai, Chiang Mai, Lampang, Phrae, Nan, Mae Hong Son, Lampun, Uttaradit, Phitsanulok, Phetchabun, Sukhothai, Phichit, Uthai Thani, Udon Thani, Chaiyaphum, Nongkai, Buengkan, Nakhon Phanom, Mukdahan, Surin, Maha Sarakham, Khon Kaen, Sakon Nakhon, Rayong, Chon Buri, Prachuap Kiri Khan, Ranong, Phang Nga, Phuket, Chanthaburi, Satun, Trang, Surat Thani, Trat, Sa Kaeo, Yasothon, Amnat Charoen, Loei, Nakhon Ratchasima, Buriram, Ratchaburi, Kamphaeng Phet, Tak, Singburi, Prachin Buri, Srisaket, Karasin and Ubon Ratchathani.

The flooding situation in southern provinces

The situation since 21 November 2011 to present, the influence of the northeast monsoon prevails across the Gulf and the South of Thailand weakens. The total flooding area and announced to be the emergency flooding area were 6 provinces, 43 District, 210 Sub-districts, 1,363 villages which effected to 312,002 people in 153,545 families. The effected flooding provinces were Pattalung, Trang, Surat Thani, Nakorn Si Thammarat, Narathiwat and Songkla. The agricultural areas were damaged in totally 18,028 Rai including 1 temple, 1 Official place, 234 roads, 21 bridges, 1 dike, 5,550 cattle and 665 fish ponds.

Thai Rice Exporters Association

Ms. Korbsook Iamsuree, President of the Thai Rice Exporters Association, together with Mr. Vorapong Pichpongsa, Mr. Chookiat Ophaswongse, Honorary Presidents and Mr. Tharnkasem Vanichjakvong, Secretary General of the Association donated 40,000 sacks of rice worth 2,000,000 baht to Mr. Kwankaew Watcharothai, President of The Rajaprajanugroh Foundation under the Royal Patronage on Thursday 17 November 2011 at Rajaprachanugroh Foundation in order to help the flood victims.

Thai Life Insurance Association

Mr. Sutti Rajitrangson, President of Thai Life Insurance Association, together with Mr. Sara Lamsam, Vice President (Administration) donated 200,000 baht to Mr. Theerachai Puwanartnarubarn, Minister of Finance on 28 November 2011 at the Ministry of Finance through the Project Vayupak United to Help in Flood Disaster in order to assist those flood effected in many provinces in Thailand.

Measure for Rehabilitate by the Government Sector


Bank for Agriculture and Agricultural Co-operatives will expedite payments from the Government in healing those farmers effected by flood in 4 measures for comprehensive rehabilitation and will coordinate with Government and Private Sector networks to arrange for activities in One Stop Service units which include repairing houses and agricultural machineries, distributing gene seeds, job training as well as granting loans in affected areas of 63 Provinces in the total of 315 units.


Flood in 63 Provinces has affected more than 400,000 families of farmers causing damage to more than 7 million rai of agricultural area. The Government has instructed the Bank for Agriculture and Agricultural Co-operatives to help those farmers who planted their crop for 2011-2012 who harvested and sold their produce prior to the start of the Rice Pawning Project as well as those whose produce was damaged by flood at 1,437 baht per ton. There are 341,496 families of farmers who have so far requested for assistance covering the area of 9,029,414 rai and the total product of 4,687 million tons for rice who were registered with the Department of Agricultural Extension but could not join in the Rice Pawning Project since their product was damaged by flood. The total cost of this healing measure totals 6,735.5 million baht. The Bank will transfer money to each farmer's saving account once the information for each case becomes available from the Department of Agricultural Extension.


Measures for Recovery by the Government Sector


The Cabinet has on 29 November 2011 approved guidelines for healing and rehabilitation for those who flood affected.

Evaluation of the Situation


Associate Professor Dr. Sauwanee Thairoongroj, Associate Dean (Research), University of the Thai Chamber of Commerce revealed the result of the poll conducted of 701 entrepreneurs throughout the country that there are 92.7% of entrepreneurs especially shops and companies that are effected by flood. Out of this number, 64.8% was directly affected and 28.2% indirectly effected. There are only 7.3% that was not affected.


Shops and companies indicated that flood brought down total sales and production greatly so that 34.9% chose to close down temporarily, while 32.9% chose to wait until production sources or suppliers could find merchandise and 17.2% chose to change their job temporarily, 15% chose to seek alternative raw material sources or suppliers while only 1.2% was not at all affected.

Business sector estimated that current flood will effect and damage business for 2-3 months which is equivalent to the period for having to bear responsibility for expenses in case of no other income on the part of private sector. For business to recover fully, it would take 4-5 months. As for GNP of the country in 2011, 30% said it will expand 1.51-2% while 25.6% believe it will expand 2.01-2.50%. As for the satisfaction of the assistance policy, 43.6% classified it as little, 40.7% said average while 15.5% classified as a lot and 0.1% said not at all. What is needed from the Government in healing and assisting those affected at present is to get compensation to speed up economy, industry and to reduce tax, to provide loans at low interest rates and to create confidence for foreign investors.
